Rangs Bhaban, a 22-storied commercial building, was built in 1999, in a very posh area of Dhaka City by an organization well-known to business community of Bangladesh. Management of the organization is highly influential and able to play significant role in managing the government mechanism towards flourishing their business. Due to importance of the location and sophistication in quality of 'Rangs Bhaban', some good companies, even banks procured floors in the building In the early morning of 03-08-07, with a short notice, RAJUK started demolishing 'Rangs Bhaban' with allegation for constructing it without proper permission, following judgment of the Appellate Division of Bangladesh Supreme Court of 02-08-07. Demolishing procedure of the building was so abrupt and whimsical that caused severe damages to the properties of various companies having offices in 'Rangs Bhaban, even caused loss of lives of 11 poor workers. On the other hand, "Rangs Bhaban" authorities claimed to have completed all necessary formalities with RAJUK during construction of the building and as such invited offers from the renowned surveyors in Bangladesh for conducting survey to ascertain valuation of the properties of Rangs Bhaban" suffered loss due to the demolishing and also to focus on the legal aspects of Rangs authorities in constructing the building that can draw sympathy of the court in getting compensation of the loss from RAJUK. Rangs authorities, after evaluating the offers, awarded the job to PTSL on 16 January 08 and PTSL through investigations on documentations of various propertyowners in 'Rangs Bhaban' submitted the report on 10 August 08. The valuation of properties of 'Rangs Bhaban' was a challenging job to PTSL and hence experts from different disciplines were engaged besides its own surveyors to perform the job.
Dutch-Bangla Bank Limited is the pioneer in operating ATM network system in Bangladesh and as of March 10, they were the largest operator with 727 ATM booths all over the country. The network benefits both the DBBL card holders and the customers of 18 other banks in Bangladesh. Its social impact is so high that contributed towards rapid increase of account number holders and creating confidence among the general mass about the DBBL's progressive banking. DBBL authority appointed PTSL in February 10 to assess valuation of their franchise and ATM network system which include both tangible and intangible values of the system and the values should be accepted by Bangladesh Bank. It was a challenging job of PTSL to understand how far the ATM network system of DBBL have created social impact in the country and how the exact situation of the intangible value would be ascertained. To ascertain intangible value, PTSL organized a team of surveyors to visit total 13 districts namely Dhaka, Gazipur, Chittagong, Cox's Bazar, Feni, Sylhet, Sunamgonj, Moulavi Bazar, Khulna, Rajshani, Bogra, Rangpur and Sirajgonj to collect data based on a structured questionnaire. And at the end of data collections, the data were evaluated to ascertain how the ATM users are benefited and what is the degree of social impact created by the ATM network system among the users. On the other hand, a team of PTSL visited the Data Center including highly sophisticated hardware and software installations of DBBL. Among hardware installations there were the multi-processor clustered servers, Automated Teller Machine, POS terminal, Card personalization system, high capacity UPS, Host Security Module, networking equipment and among the software installations there were the core banking software, internet banking software, SMS & alert banking software, switching software, database and operating system etc. To carryout the job, PTSL utilized services of a highly experienced Chartered Accountant, a Social Researcher and an IT Expert. On completion of the work the report was submitted to the bank on 28 October, 10.
Sea Resources Group (SRG) of Companies was established about 3 decades ago as a leading foreign currency earning company of the country in deep sea fishing sector. They entered into the sector after selecting suitable partner from Thailand in a join venture with 2 trawlers initially. Technical, financial and administrative collaboration with the experienced co-ventures helped the establishment to grow steadfastly and by 1988 the fleet was expanded with 15 number of trawlers. As of November 10, SRG also procured 13 acres of land at Ichhanagar, beside (at south of) Karnafully river, Chittagong for development and expansion of its projects. In order to continue sustainable production of quality seafoods, the group has established other ancillary enterprises like 2 cold storages at shore for preserving fishes & shrimps, 2 jetties for berthing the trawlers, full-fledged radio facility for communicating with trawlers, a modern marine workshop for regular repairs of trawlers a shipyard for docking own and outside vessels, base office at the project area (beside Karnafuly river) with facility of rest house and an overseas office in Tokyo engaged in auction of SRG products. SRG, now is running with better vessels, but till far away to be up-to-date with modern and fully equipped powerful vessels. If they upgrade & modernize the fleet through installing modern electronic equipments to the trawlers and use appropriate/efficient fishing gears and accessories (newly designed net and trawl door) that can increase both harvesting of fishes as well as the quality. There is no doubt that modern fishing technology for Bay of Bengal would be a good investment for investors and the nation. In developed countries newest available technique is used in fishing trawlers to make fishing more economical and profitable. Modern large capacity vessels equipped with powerful bollards can pull huge quantity of fishes. New modern vessels are much more economical than older types of vessels, due to less fuel consumption, less number of crew and ability to fish in very bad weather. Today the vessels in Bay of Bengal do not fish in bad weather, so many fishing days are lost and a lot of money is wasted for paying salary to a large number of crew, when there is no income of the vessel. Taking into accounts the above facts it is very urgent to upgrade SRG's fleet through building modern powerful trawlers and they already have own decided to build a shipyard in joint-venture with Western Marine Shipyard who are experienced in building modern cargo vessels for European market. The joint venture would build first 3 modern fishing trawlers for SRG as a project, then open-up for international ship building, which has wide market throughout the world. To upgrade the fleet of SRG, huge amount of investment is needed, which is not possible to bear by SRG alone. So they are planning to transform the company into a Public Limited Company. SRG employed PTSL in Nov 10 to carryout survey and ascertain value of its property with a view to go into IPO that would help the group to widen its activity to a large extent and on the other hand the investors would get scope to enter into very profitable sector of the country. PTSL carried out survey on properties of SRG, that include fishing trawlers, project buildings, shipyard, water treatment plant, cold storages etc. and submitted the report in Dec'10.

(one) of the 3 (three) generators of 12 MW Power Plant of Summit Power Ltd. (insured) at Madhabdi, Narshingdi, suddenly shut down with high abnormal sound on 06-04-06. After investigations by the plant engineers, it was found that the crankshaft of the engine at unit # 9 got bent. The insurer (Paramount Insurance Company Ltd.) appointed the joint surveyors and the re-insurer (Sadharan Bima Corporation) appointed PTSL on 19-04-06 to assess the loss. The survey was of highly technical nature, needed to carry out investigations and focus on the suitable mode of repairs very first, so that the power supply of the plant in full capacity does not take a long time to restore. The Managing Director of PTSL having experties in the field completed the survey work and submitted the report in time. It may be mentioned here that the insured is the first power producer in the private sector of Bangladesh, entered into the BOO contract with REB, to operate small power plants. PTSL completed the assignment and submitted the report on 26-07-06. The claim was settled based on the survey report of PTSL.
Loss of Raw Jutes of Hafiz & Brothers Raw jutes of Hafiz & Brothers (insured), stored in godowns at K. A. Sabur Road, Daulatpur, were burnt due to fire on 30-06-05. The insurer (Pragati Insurance Ltd.) appointed joint surveyors to assess the loss, who submitted their report on 27-07-05. But the insured did not agree with the loss assessment and hence approached the Chief Controller of Insurance (CCI) for his intervention in settlement of the claim. The CCI hold meeting with all parties concerned and decided to appoint PTSL on 20-11-06 as second surveyor to assess the loss The survey was of complicated nature, needed to review the previous joint survey report and also to carry out survey with multi-dimensional initiatives on the loss, when hardly any evidence was left. Most important tasks of the survey were to assess the loss in such a way that could justify lapses of the previous survey report and on the other hand, the report be acceptable to all concerned like the insurer, insured and CCI. PTSL completed the assignment and submitted the report on 04-03-07. And the claim was settled based on the report.
Power distribution board of the server room of BRAC Bank at Annex building. 137 Gulshan-1, Dhaka, was burnt due to fire broke out during heavy rain with thunder on 08-06-09 night. At this situation, the alternative arrangements in banking network were done to keep the online banking and ATM operation running. The insurer (Pioneer Insurance Co. Ltd.) upon receiving the information about the loss, appointed joint surveyors (PTSL and TEI) on 09-06-09 to assess the loss. Fire broke out in the IT equipment of server room due to high voltage & excessive current flow during lightning. To understand the phenomenon of lightning and extent of loss, expert's opinion in the respective fields were needed. On the other hand, loss assessment to facilitate completion of suitable repairs on urgent basis for re-establishing normal banking operation was the vital consideration in the assignment. All these were done in time with satisfaction of the insured and insurer. PTSL and TEI completed the assignment and submitted the report on 07-01-10 and the claim was settled based on the report.
The main mill motor of the factory of Cemex Cement Bangladesh Ltd. (insured) at Bandor, Narayangonj suffered electrical breakdown on 30-05-03, resulting 17 days production interruption until the motor was repaired and put back into operation. The insurer (Reliance Insurance Company Ltd.) informed the matter to FM Global (re-insurer), when their representatives from Singapore arrived at Dhaka and conducted survey jointly with PTSL (as appointed by the insurer) on 24-07-03 to assess to loss. Later, a foreign consultant was engaged (from Australia) by us to ascertain the root cause of damage and suggest on the mode of repairs/replacement. Investigations on the affected main mill motor revealed that the electrical breakdown occurred due to short-circuiting at a sharp bend, where the cables of rotor shaft near the slip rings exit. The motor was repaired first by a local workshop and then under supervision of an engineer from Argo International, GE Service, India in mid June 2003 and put back into operation. The mill was then running at the designed capacity until October 2003, when it was replaced with a new one as suggested by the consultant engaged PTSL and FM Global completed the assignment and submitted the report on 22-02-06. The claim was settled based on the report.
The finished goods, fabrics, yarn, machinery & equipment of the factory of Tonni & Tonmoy Knitwears Ltd. (insured) at BSCIC Hosiery Shilpa Nagari, Fatullah, Narayangonj were burnt due to fire on 15-01-06 night, immediately after the staffs and workers left the factory. The insurer (Eastern Insurance Company Ltd.) appointed joint surveyors and the re-insurer (Sadharan Bima Corporation) appointed PTSL on 26-01-06 to assess the loss. The incident of fire caused severe damages to the finished goods, stock of fabrics, yarn, machinery etc. and also most of the documents got burnt. Assessment of loss without any document created a dead-lock situation. On the other hand, ascertaining the "cause of loss", without any specific evidence, became very difficult. The matter was resolved through discussions in series of meetings held between the surveyors, insured and insurer.PTSL completed the assignment and submitted the report 17-03-07. And the claim was settled based on the report.
The oil tanker O. T. Petro Tanker-1 of Raihan Shipping Lines Ltd. (insured), 38/C Mirpur Road, Dhanmondi, Dhaka, while proceeding from Jamuna Petroleum Depot., Chandpur towards Chittagong, contacted some hidden object underwater on 04-05-06 that caused ingress of water into the engine room through bottom hull plate at a high speed. At this situation, the master grounded the vessel to a nearby shoal and informed the matter of the vessel-owner. The insurer (Eastland Insurance Co. Ltd.) appointed PTSL on 07-05-06 to assess the loss. To understand about these types of casualties, one must have experiences in working on board the vessels, possibly with professional background. An oil tanker, when sustain damages on bottom hull plate, can cause serious environmental pollution and so it must be handled with proper care in time. Safety precautions and taking decision for urgent towing and dry-docking is of utmost importance. PTSL, with highly qualified marine engineers, took timely steps to save the vessel as well as environment. PTSL completed the assignment and submitted the report on 06-08-06. And the claim was settled based on the report of PTSL.
The 1300 KW DC motor of PHP Steel Mills (insured), situated at Boro Kumira, Sitakunda, Chittagong suddenly got burnt along with fuses in the system on 13-07-03, when the mill was on production. As a result, power supply was totally cut off and production was stopped. The insurer (Peoples Insurance Co. Ltd.) appointed a surveyor and the re-insurer (Sadharan Bima Corporation) appointed PTSL on 28-07-03 to carry out survey and assess the loss. The mill uses 33 KV source of PDB, which is stepped down to 11 KV first and then to 750 volts DC by internal arrangement of the mill. Due to the incident, the armature of the motor got burnt. To understand the 'root cause of damage", an expert was appointed, who after investigations, reported that the cause of damage might be the excessive fluctuation of supply voltage followed by internal short-circuit in the rotor of the motor. PTSL completed the assignment and submitted the report on 20-09-03. The claim was settled based on the survey report.
The Khulna 200-300 MW Combined Cycle (Dual Fuel) Power Plant Project was under Commissioning and Insured was informed by GE site Technical Advisor that the flow dividers in Atomizing Air & Liquid Fuel Skid of Gas Turbine was found damaged on 5th July. The Insured then reported the loss to Insurers. Upon receipt of instruction, we immediately made the contact with the Insured and we immediately went to survey the loss. According to the information made available to us by the Kazi Masud, Project Engineer of Bangladesh Power Development Board (BPDP) that the flow dividers in Atomizing Air & Liquid Fuel Skid of Gas Turbine was damaged. PTSL completed the assignment and submitted the report on 19-02-2023.
The vessels, industries, electrical power plants, containers etc., which are insured/re-insured with foreign underwriters, when suffered loss, their owners or foreign counterparts usually approach James Finlay, Lloyds Agents in Bangladesh, for assessment of the loss towards settlement. Considering the urgency and importance of the loss, JF (Bangladesh) appoints expert enlisted with them.
